17. The Government shall pay to every institution recognized for purposes of grants, for each school year and according to the field of education to which the recognition applies, a grant consisting of a base amount for each pupil registered full time in a regular program on 20 September of that school year at the college level and on 30 September for other levels, and an amount representing the rental value of the immoveables where it provides instruction.
The second paragraph of section 14 applies in the same circumstances to the computation of the grant under this section.

17. An institution so recognized shall receive, for each school year and for each pupil registered full time on the 30th of September of such school year, a grant equal to 60 per cent of the average cost per pupil, as computed for the preceding school year for public establishments of the same class according to the standards in force for the approval of the budgets of such establishments.
The second paragraph of section 14 applies to the computation of that grant.
Such institution, to qualify for such grant, must not require of its pupils tuition and other related fees exceeding the difference which must be made up in order to reach the average cost mentioned in the first paragraph, plus ten per cent of such average cost.
