15. Notwithstanding section 14, where criminal proceedings are brought against a person in connection with a fire or explosion, the investigation commissioner may not hold or continue an inquiry into the fire or explosion until the judgment on those proceedings has become res judicata.

15. Notwithstanding section 14, no investigation commissioner, without a joint authorization of the Minister of Public Security and of the Attorney General, shall hold or continue an inquiry into the circumstances of a fire or explosion after a person has been accused of an indictable offence relating to such fire or explosion.
