311. In a new electoral division, in an electoral division whose boundaries have been changed since the last election or in an electoral division in which no candidate of an authorized party came second at the last election or where persons who would have been entitled to recommend the person to be appointed as deputy returning officer or poll clerk are not candidates, the Chief Electoral Officer shall decide, in accordance with the criteria provided by regulation, which candidates are entitled to make the recommendations provided for in section 310.

311. In a new electoral division, in an electoral division whose boundaries have been changed since the last election or in an electoral division in which no candidate of an authorized party came second at the last election or where persons who would have been entitled to recommend the person to be appointed as deputy returning officer, poll clerk or officer assigned to the list of electors are not candidates, the Chief Electoral Officer shall decide, in accordance with the criteria provided by regulation, which candidates are entitled to make the recommendations provided for in section 310 or 310.1.
