149. In a new electoral division, in an electoral division whose boundaries have been changed since the last election, in an electoral division in which no authorized party ranked second in the last election or where the independent Member has not filed his nomination paper, the chief electoral officer shall decide, according to the critera prescribed by regulation, which parties or candidates are entitled to make the recommendations contemplated in section 148.
