4. For the purposes of this act, the domicile of a person is at the same place as under the Civil Code as to the exercise of his civil rights.
However, a person who has left his principal establishment in Québec for more than one year is deemed to have changed his domicile, except where he exercises a function outside Québec for the Gouvernement du Québec or the Government of Canada.
