221. Every person who is guilty of an offence contemplated in sections 216 to 220 is liable, in addition to costs,
(1)  for a first offence, to a fine of not under $100 nor over $1 000 in the case of a natural person and, in default of payment, imprisonment for not over three months and, in the case of a legal person, a fine of not under $300 nor over $3 000;
(2)  for a subsequent offence within five years, to a fine of not under $200 nor over $2 000 in the case of a natural person and, in default of payment, imprisonment for not over six months or, in the case of a legal person, a fine of not under $600 nor over $6 000.
