5. The Minister of Education shall be chairman, exofficio, of the Superior Council.
The office of member of the Superior Council shall be without remuneration. The members shall, however, be entitled to the reimbursement of their travelling expenses.
Seven members shall form a quorum at meetings of the Superior Council.
