152. Where the Association neglects to exercise the responsibilities conferred on it by this Act or where, as a result of its action, the protection of the public is not ensured or the requirements of this Act or of the regulations thereunder are not met, the enterprise registrar may exercise all or part of the powers held by the Association and prohibit it from exercising those powers to the extent and for the period he determines.
Before rendering his decision, the enterprise registrar shall notify the Association and give it an opportunity to present observations. The Association may appeal from the decision of the enterprise registrar to the Superior Court, within 30 days.
