45. The board may make rules of proof, procedure and practice for the hearing of the matters and questions referred to it or to a racing judge or paddock judge pursuant to a delegated power related to horse racing and for the service of its notices, documents or decisions.
No procedural act shall be considered null or dismissed by reason of a formal defect or procedural irregularity.
