2. The enterprise registrar may grant letters patent under his hand and seal to any number of persons, not less than three, who apply for the constitution of a private corporation whose objects are to organize, administer and maintain a church, congregation or work of which they are members and whose purposes are charity, teaching, education, religion or welfare.

2. The Inspector General of Financial Institutions may grant letters patent under his hand and seal to any number of persons, not less than three, who apply for the constitution of a private corporation whose objects are to organize, administer and maintain a church, congregation or work of which they are members and whose purposes are charity, teaching, education, religion or welfare.
