66. No person shall carry on the activities of hunting outfitter, fishing outfitter or hunting and fishing outfitter or assume the title of hunting outfitter, fishing outfitter or hunting and fishing outfitter, unless he holds a licence issued for such purpose, where it is required by the Government.

The Government may establish different categories of outfitters’ licences, determine the conditions for obtaining each category of licence, and limit the number of licences of each category for any territory it designates.
