71. The Council may, by by-law, establish the administrative departments of the Community and define the scope of their activities.

It shall establish the secretarial department, the treasury department and the valuation department.

71. The Council shall appoint a director general, a secretary and a treasurer. It shall also appoint, in accordance with the Act respecting municipal taxation (chapter F-2.1), an assessor who is the head of the assessment department.

The Council, by by-law, may define those of their duties which are not determined by this act. The Council, if it deems it expedient, may allow a single person to hold more than one of such offices. The officer filling such offices shall have the same rights, powers and privileges, and be liable to the same obligations and penalties, as those determined and prescribed for each of such offices.

However, the executive committee shall fix their remuneration and their other conditions of employment.

The executive committee may also appoint an assistant secretary, an assistant treasurer and an assistant director general to replace the persons whose assistants they are, if such persons are absent or unable to act.

A person shall not be appointed permanently to hold a position contemplated in this section or in section 72 if he remains in the employ of a municipality.
