6. The executive committee consists of its chairman and the mayors of the municipalities mentioned in Schedule A.
Where the mayor is unable to act or where the office of mayor is vacant, another member of the council of the municipality designated by that council may be substituted for the mayor. The substitute is deemed to be a member of the executive committee at any sitting whereat he substitutes for the mayor. If the substitute for the mayor of the city of Québec is permanent, he may also be a non-voting member of any other sitting of the committee and participate in the deliberations.

6. The executive committee consists of the following nine members:
(1)  the chairman of the executive committee;
(2)  the mayors of the cities of Beauport, Charlesbourg, Québec and Sainte-Foy;
(3)  two members appointed according to the procedure established under sections 6.9 to 6.16;
(4)  two members appointed by resolution of the council of the city of Québec from among its representatives on the Council.

6. The executive committee shall consist of seven members appointed in the manner hereinafter provided, including a chairman and a vice-chairman.
The chairman of the Council is, exofficio, the chairman of the executive committee.
The mayors of the cities of Québec, Sainte-Foy, Charlesbourg and Beauport are, exofficio, members of the executive committee.
The other members of the executive committee shall be chosen by a resolution of the Council from among its members representing the municipalities mentioned in Schedule A.
In all cases, the executive committee must include at least two representatives of the City of Québec.
