42. At the request of one of its members who has absented himself from a sitting, it shall be the duty of the Council to decide finally whether it was in fact impossible for such member to attend such sitting. Such request must be made at the next sitting which such member of the Council attends, whether such sitting is regular or special and whether or not such item appears on the agenda paper for such sitting.
