151. The Community has, throughout its territory except the territory of Ville de Lévis, jurisdiction over the planning of residual materials management in accordance with the provisions of the Environment Quality Act (chapter Q-2).
The representatives of Ville de Lévis shall not take part in the deliberations and the vote relating to the exercise of the jurisdiction referred to in the first paragraph, and every decision relating to the exercise of that jurisdiction requires the majority of the votes cast by the representatives identified in paragraph 1 of section 4 and the majority of the votes cast by all the representatives of the regional county municipalities referred to in paragraphs 3 to 5 of section 4.
