72. An absolute majority of the votes of the members of the council is required in order that the council may dismiss, suspend without pay or reduce the salary of an employee who is not an employee within the meaning of the Labour Code (chapter C-27) and who has held a position for at least six months or has held, within the Community, a position the holder of which is not an employee within the meaning of that Code.

72. The council may dismiss, suspend without pay or reduce the salary of the head of a department it has appointed, with the support of an absolute majority of the votes cast.
An absolute majority of the council is also required in respect of a vote to dismiss any other employee of the Community who is not an employee within the meaning of the Labour Code (chapter C‐27) and who has held the position for at least six months or to suspend or reduce the salary of such an employee.
