13. The Government may, in the approval order, if it considers it to be in the general interest of the processing enterprises, require the applicants to negotiate, within such time as it may prescribe, with all enterprises engaged in the processing of marine products designated in the agreement, in view of their becoming parties to the agreement. In no case may the time prescribed exceed two years from the date of publication of the notice provided for in section 11.
If no agreement is made within the prescribed time, the Government will be empowered to proceed, on its own initiative, with the extension of the marketing agreement in accordance with Division II of this chapter.
