36. Any territory not erected into a local municipality, or any territory whose council is not organized, is, until annexed to an adjoining local municipality or until its council is organized, administered and governed by the county corporation and its officers, under their usual names and with the same privileges, rights and obligations, as if such corporation and officers were the local corporation and officers of such territory.
The inhabitants and ratepayers of such territory so governed by the county corporation and its officers, are alone subject to all obligations arising either from the law or from the municipal enactments in force therein, in the same manner as if such territory was organized into a municipal corporation.
