156. Between the 31st of August and the 9th of September of the year in which the election contemplated in section 149 is held, the returning officer shall, by a public notice under his hand and drafted in form 7, publish:
(a)  the place, day and hour fixed for the nomination of candidates;
(b)  the day of the opening of the polling stations and advance polling stations;
(c)  the appointment of the election clerk.
The election period shall begin on the day of publication of the notice of the election and end, for each candidate for any office, on the day on which the returning officer declares a candidate for such office elected.
