10. On its own initiative or where requested by the Attorney General or any interested person, the Commission may, after having afforded the interested person an opportunity to present his views, suspend a certificate of competence for the period it determines, or revoke it, if the holder of the certificate
(1)  obtained the certificate on the basis of erroneous or false information;
(2)  is no longer insured or solvent as required by section 8.
The suspension or revocation of the certificate has effect from the date the suspension or revocation is served on the interested person, or from any later date determined in the decision.
In that case, the rail carrier must cease his rail transportation activities.
