12. The mayor is the chair of the executive committee and shall designate a vice-chair from among the members of the committee. The mayor may also appoint a member of the executive committee to act as chair.
The clerk of the city is by virtue of office the secretary of the committee. In his absence, the assistant clerk will exercise that function.
