97. (1)  Every complaint against an advocate or any other person in respect of acts committed while he was a member of the Bar shall be made by the syndic, one of his assistants, a special syndic or an advocate designated by the Executive Committee or, failing that, by any other person.
(2)  The complaint must be received by the clerk or the deputy clerk.
