15. The Authority may, when it believes the public interest requires it, order a special inquiry to be held into any matter within its competence.
The person whom the Authority has authorized to conduct an inquiry shall have the powers and immunity granted to commissioners appointed under the Act respecting public inquiry commissions (chapter C‐37), except the power to order imprisonment.
