41. Every holder of a permit is entitled to be entered on the roll who:
(a)  in the case of a Canadian citizen, has taken the oath of allegiance provided in the Public Officers Act (chapter E-6);
(b)  has paid all the contributions exigible by the Order;
(c)  is not suspended or struck off the roll;
(d)  has taken the oath of office provided in the Public Officers Act, except in the case of a surveyor holding a restrictive permit.
The president or, if he is absent, the vice-president shall administer the oaths provided for in paragraphs a and d.
