17. Despite section 53 of the Financial Administration Act (chapter A-6.001), the Minister may not, as the person responsible for the Fund, borrow from the Minister of Finance sums credited to the Financing Fund established under the Act respecting the Ministère des Finances (chapter M-24.01).

17. With the authorization of the Government and subject to the conditions it determines, the Minister of Finance may advance to the assistance fund sums taken out of the consolidated revenue fund.
The Minister of Finance may also, subject to the conditions he determines, make a short-term advance to the consolidated revenue fund of any part of the sums paid into the assistance fund which is not required for the operation of the assistance fund.
Any advance made by the Minister of Finance shall be repaid out of the fund which received it.
