31. The sums necessary for the payment of the obligations of the fund are paid out of its revenues.

If such revenues are insufficient, the Minister of Finance advances to the fund any amount considered necessary to meet its obligations, at such rate of interest, for such time and on such other conditions as the Government determines.

The sums which the Minister of Finance may be called upon to advance under the second paragraph are taken out of the consolidated revenue fund.

The Government may authorize the Minister of Finance to remit in whole or in part the advances he grants to the fund.
