The Minister of Recreation, Fish and Game, designated in this act as the “Minister”, has the direction and administration of the Ministère du Loisir, de la Chasse et de la Pêche.

The functions, powers and duties of the Minister shall be:
(
a
)
to promote the development of recreation, sport, hunting and fishing;
(
b
)
to establish an aid programme intended for the Inuit for their hunting and fishing activities;
(
c
)
(paragraph repealed);
(
d
)
(paragraph repealed);
(
e
)
(paragraph repealed);
(
f
)
to promote the establishment of parks, belvederes and camping or picnic grounds;
(
g
)
to supervise and manage everything relating to hunting and fishing, except maritime fisheries;
(
h
)
to administer the parks established under the Parks Act (chapter P-9), fish and game reserves and bird sanctuaries.

The Government may authorize the Minister to acquire on behalf of Her Majesty the immoveables required for the purposes mentioned in paragraph
f
of section 2.

The Minister shall lay before the Legislature, within fifteen days of the opening of each session, a detailed report of his activities and those of the bodies under his jurisdiction during the preceding fiscal year.

The Government shall appoint a deputy minister to the Ministère du Loisir, de la Chasse et de la Pêche.

Under the direction and authority of the Minister, the Deputy Minister shall have the supervision of the other officers and employees of the department, shall manage its current business and exercise such other powers as are assigned to him by the Government.

The orders of the deputy minister must be carried out in the same manner as those of the Minister; his authority shall be that of the incumbent minister of the department and his official signature shall give force and authority to any document within the jurisdiction of the department.
He may suspend any employee of the department who refuses or neglects to obey his orders or whose conduct he deems to be reprehensible, and shall report thereon to the Minister.

The Government shall appoint, in conformity with the Public Service Act (chapter F-3.1.1), all other officers and employees necessary for the proper administration of the department.

The respective duties of the officers and employees of the department not expressly defined by law or by the Government shall be determined by the Minister.

No deed, document or writing is binding on the department or may be attributed to the Minister unless it is signed by him, by the Deputy Minister or by an officer and only, in the case of an officer, to the extent determined by regulation of the Government published in the
Gazette officielle du Québec.
The Government may, however, on conditions fixed by it, allow the required signature to be affixed by means of an automatic device to those documents it determines.
The Government may also allow a facsimile of the required signature to be engraved, lithographed or printed on those documents it determines. In that case, the facsimile has the same value as the signature itself if the document is countersigned by a person authorized by the Minister.

Every copy of a document forming part of the records of the department, certified by the Minister or the deputy minister as a true copy, shall be authentic and shall have the same validity as the original.

The Minister or any officer of the department, and any person accompanying them or who is regularly authorized by the Minister, may enter upon and pass over any private property, if it be necessary to do so for the accomplishment of a duty resulting from a law the carrying out of which is within the Minister’s jurisdiction.

The Minister may himself investigate, or authorize any competent person in writing to investigate in his stead, the conduct of any employee under his control or any matter connected with the administration or management of his department.
The Minister or the person delegated by him shall have, in such case and for the purposes of such investigation, all the powers mentioned in sections 9, 10 and 11 of the Act respecting public inquiry commissions (chapter C-37), except the power to order imprisonment.

REPEAL SCHEDULE
In accordance with section 17 of the Act respecting the consolidation of the statutes and regulations (chapter R-3), chapter M-32 of the Revised Statutes, in force on 1 November 1980, is repealed effective from the coming into force of chapter M-30.1 of the Revised Statutes.
