Financial Assistance Regulation
Act respecting assistance for victims of crime
(chapter A-13.2, ss. 15 and 20).

1. The person or the organization requesting financial assistance from the Minister of Justice under section 15 of the Act respecting assistance for victims of crime (chapter A-13.2) shall make an application in writing to the Bureau d’aide aux victimes d’actes criminels.

2. The application for financial assistance shall include the following particulars and the following documents:
(1)  in the case of a natural person:
(a)  his name, address, telephone number and occupation;
(b)  his curriculum vitae;
(c)  the name of the organization sponsoring the application;
(2)  in the case of an organization:
(a)  its name and the address of its head office;
(b)  the name, address, telephone number and occupation of the applicant authorized to make the application;
(c)  the names of the members of the board of directors, their duties and, where applicable, the group or association they represent within the organization;
(d)  the number of meetings of the board of directors held during the last fiscal year, the date of the last annual general meeting and the number of members present;
(e)  a short history of the organization, its objectives, relations with the community organizations and resources, its clients and the territory served;
(f)  the administrative structure of the organization including an indication of the number of persons paid and unpaid and their respective duties;
(g)  a copy of its deed of incorporation and of its by-laws;
(h)  a certified true copy of the resolution of the board of directors authorizing the applicant to make the application;
(i)  a copy of the financial report for the last fiscal year adopted at the last annual general meeting and the name of the auditor;
(j)  a copy of the last annual report of activities adopted at the last annual general meeting.

3. An application for financial assistance to further the development of assistance services to victims of crime and, in particular, to ensure the establishment and maintenance of local assistance centres recognized in accordance with section 10 of the Act shall also contain the following particulars:
(1)  the nature of the services rendered in relation to the needs of the victims of crimes, the clientele covered, the territory served and the activities to be carried out with the financial assistance;
(2)  budget estimates to ensure the operation of the services, including an evaluation of the expenses to be incurred and the expected revenues;
(3)  the other applications for financial assistance made by the person or the organization, the amount requested and, where applicable, the amount received;
(4)  other sources of financing;
(5)  in the case of new services, a plan for their implementation, including a description of the activities and the deadline to be met for each activity;
(6)  the administrative structure of the organization of services, including an indication or the number of persons paid and unpaid and their respective duties.

4. An application for financial assistance to promote research into any matter pertaining to assistance for victims of crime, as well as the development and implementation of information, education and training programs shall also contain the following particulars:
(1)  a description of the project;
(2)  the clientele covered;
(3)  a statement of its objectives in relation to assistance for victims of crime;
(4)  a plan of operations, including a description of the activities and the deadlines to be met for each activity in relation to the objectives of the project;
(5)  a budget, including an estimate of the expenses to be incurred and the expected revenues;
(6)  its administrative structure, including an indication of the number of persons paid and unpaid and their respective duties;
(7)  the other applications for financial assistance made by the person or the organization, the amount requested and, where applicable, the amount received;
(8)  other sources of financing.

5. The person or the organization making an application shall pledge in writing to use the financial assistance only for the purpose for which it was granted.

6. Such person or organization shall promise to provide the Bureau with the following documents, not later than 30 June of the year following that for which the financial assistance was granted:
(1)  a report of activities carried out with that assistance with the relevant figures;
(2)  a financial report including a balance sheet, a statement of revenue and expenditure and a detailed statement of the use of such assistance.
