139. The Government may, whenever it considers it necessary for the protection of the forest and for the period it determines, impose on any person wishing to enter or travel about in a forested area indicated by it, the obligation to previously obtain a permit to that effect issued by the Minister of Energy and Resources.
The Minister may, when he is of opinion that weather conditions so require, prohibit or restrict traffic in the forest and prescribe all other measures calculated to decrease the danger of fire.
