16. The Commission consists of not more than 11 members, including a president and two vice-presidents, appointed for a term of not over five years by the Government, which shall fix their salaries and their other conditions of employment.
A member may, with the permission of the president, continue the examination of an application referred to him and render a decision despite the expiry of his term.

16. The Commission shall consist of eighteen members, namely, six judges including a president and three vice-presidents, and twelve commissioners, all appointed for a period not to exceed ten years by the Government, which shall fix their salaries. Nevertheless, once their term of office and the amount of their salaries are fixed, they cannot be reduced. They shall remain in office upon expiry of their term until they are reappointed or replaced. The president, the vice-presidents and the other judges of the Commission shall be chosen from among the judges of the Provincial Court.
