35. In case of a vacancy on the board of directors of a union, or where a director is absent or unable to act or resigns, in the period between 30 November 1981 and the date of the special meeting or, if the conversion by-law is adopted, the date when the Minister refuses to issue letters patent, the Minister may, if the directors remaining in office are not a quorum, appoint such director for that period as necessary to form a quorum, after consulting the federation and the directors in office, if any.
