16. The Government shall appoint the chair of the board of directors for a term of up to five years.

16. The members of the board of directors other than the president shall be appointed for a term of not over three years.

16. The members of the board of directors other than the president shall be appointed for three years.

However, three of the first members other than the president shall be appointed for one year, four for two years and the others for three years.
