33. Every person who contravenes section 4, 7, 9, 10, 11, 16, 17, 18 or 20, a reglementary provision determined under paragraph 6 of section 31 or a ministerial order made under section 12 is liable to a fine of $200 to $2 000 in the case of a natural person and of $500 to $5 000 in the case of a legal person.
In the case of a second or subsequent conviction, the offender is liable to a fine of $1 000 to $10 000 in the case of a natural person, and $3 000 to $30 000 in the case of a legal person.

For any subsequent offence within two years of the conviction for the same offence, the offender is liable, in addition to costs, to a fine of $1 000 to $10 000 in the case of an individual, and $3 000 to $30 000 in the case of a legal person.
