42. As soon as possible after receiving copy of the application, the clerk-treasurer of the regional county municipality shall draw up a certificate attesting that the number of persons who have signed the application constitutes a majority of the interested persons.
He shall transmit a certified copy of the certificate to the representative.
Where the territory is situated within that of more than one regional county municipality, a common certificate shall be drawn up.
