29. Upon a report of the Minister of Justice that the holding outdoors of a festival known as a pop festival or similar festival is likely to entail exceptional expenses for the Government to ensure public order, safety or health, the Government may prescribe as a condition for issuing a licence for such festival that the person applying therefor undertake to assume payment of such expenses and give the Minister of Finance security or a deposit to guarantee repayment of such expenses to the Government.
The decision of the Government shall be published in the Gazette officielle du Québec and, from such publication, any publicity respecting such place of amusement and any arrangement of it shall be prohibited until a licence has been issued to permit the keeping or operation of that place.
The amount of security or deposit shall be determined by a judge of the Superior Court, upon a motion by the person applying for the licence or by the Attorney General, and the decision of the judge shall be final and without appeal.
