55. (Repealed).

55. The permit shall not be renewed if the applicant does not comply with sections 52 and 53 unless he establishes that his failure to comply therewith is due to circumstances beyond his control.
In all cases where the permit is not renewed, the Commission is seized by operation of law with the alcoholic beverages in the possession of the former holder of the permit and shall hand them over to the Corporation.
If the holder of the unrenewed permit has not been convicted of an offence against this act while his permit was in force, the value of the alcoholic beverages in his possession shall be estimated by the Corporation and the amount of it shall be remitted to him, less five per cent and transportation costs.
