45. (Repealed).

45. The secretary-general shall give notice, by registered or certified letter, of the holding of the hearing, to the applicant, every opponent and the secretary-treasurer of the municipality where the applicant intends to use his permit, stating the place, day and time of the said hearing.
Such letter shall be forwarded by registered or certified mail to the interested parties at least ten days before the date fixed for the holding of the hearing.
