92. The remuneration and expenditures pertaining to the fringe benefits of the members of the civil service staff are paid out of the moneys voted each year for that purpose by the Parliament or, as the case may be, in conformity with the act establishing an agency.
Where the whole or a part of the staff of an administrative service is transferred from one department or agency to another, the Conseil du trésor may order a portion of the moneys voted for such administration transferred to the department or agency taking over that staff.
