41. A permit to give vocational education shall authorize the institution holding it to give vocational education at the secondary or the college level.

41. A permit to give vocational education shall authorize the institution holding it to give vocational education at the secondary or the college level or at both such levels, subject to such regulations as the Government may adopt in that regard to govern the cumulation thereof.
