19. Not later than ten days before the public meeting, the clerk or the clerk-treasurer shall publish, in a newspaper having general circulation in the municipality, a notice indicating the place, day, time and purpose of the meeting, and transmit a copy thereof, along with a certified copy of the draft by-law, to the Commission de la représentation.
