78.1. Whoever contravenes any other provision of this act or a regulation for which no penalty is specifically provided for is guilty of an offence and is liable, in addition to the payment of the costs, for a first offence, to a fine of $50 to $200 or to imprisonment for not less than seven days nor more than fifteen days, and for every subsequent offence within two years, to a fine of $200 to $400 or to imprisonment for not less than fifteen days nor more than thirty days.
