14. Before the authorization be granted, the company shall establish, to the satisfaction of the enterprise registrar, or of any other person empowered by order of the Government to report upon such matter, that the facts alleged in its petition are true, and that it offers sufficient guarantees to justify the granting of the authorization.
For such purpose, the enterprise registrar, or such other person, may require the production of any document which he deems necessary, and take in writing and keep any evidence under oath and may administer any oath required.
