22. The chairman of the executive committee shall direct the affairs and activities of the Community and its officers and employees over whom he shall have a right of supervision and control. He shall see that this act, the by-laws of the Community and the decisions taken by it are faithfully and impartially observed and carried out.
He shall be a member ex officio of every committee and of every select or special committee of the Council.
Unless the Council decides to the contrary, he, with the secretary, shall sign all the Community’s contracts.
Notwithstanding sections 74, 75 and 76, he is entitled at any time to suspend for cause an officer or employee of the Community but he shall report to the executive committee at the meeting following such suspension and state his reasons in writing; thereupon, sections 74, 75 and 76 apply. In any case, an employee so suspended shall cease to receive any salary or allowance; unless the executive committee or the Council decides otherwise, such suspension shall be valid only until the first meeting of the executive committee or of the Council following such suspension.
