105. Before making, amending or repealing a by-law respecting its development plan the Community must:
(1)  publish in a French newspaper and in an English newspaper circulating in its territory a notice stating generally the nature of the measure which it proposes to adopt and inviting the persons concerned to present themselves before it on a date to be fixed by it which shall not be earlier than fifteen clear days after the date of such publication, to make to it such representations as the persons concerned deem proper; the French publication shall have priority and serve as the basis for computing delays;
(2)  hold, on the date and at the time and place mentioned in the notice, through a commission established by it a public hearing, which it shall adjourn as often as necessary, to hear the representations of the persons concerned.
