66. When a municipality is divided, owing to the formation of a new municipality or the annexation of its territory to an existing municipality, the debts or assets, as the case may be, shall be divided proportionately to the valuation of the immovable property.
The plant intended for the improvement or maintenance of roads remains the property of the dismembered or divided municipality, subject to the payment of an indemnity to the new corporation, the amount whereof is fixed according to the value of such plant, from which shall be deducted if necessary the proportion of the subsidy given by the Government for the purchase of the same, and dividing it according to the proportion between the valuation of the immovables remaining or falling under the control of the latter corporation, and the valuation of the immovables of the dismembered municipality.
If there are any immovables among the assets, they are valued, and the corporation of the municipality within which they are situated retains them by paying an indemnity therefor, if any is due.
