27. If any registrar neglects to appoint a deputy, he shall be liable to a fine of $20 for each day during which such neglect continues.

27. If any registrar neglects to appoint a deputy, he shall be liable to a fine of $20 for each day during which such neglect continues.
The fine may be recovered in any court of competent jurisdiction, and one half thereof shall be paid to Her Majesty, and the other half to the informer.
