8. Where an automobile for which a registration certificate has been issued in Québec is involved in an accident in Québec, the owner, the driver and the passengers are deemed to be resident in Québec.

8. Where an automobile registered in Québec is involved in an accident in Québec, the owner, the driver and the passengers are deemed to be resident in Québec.

8. The victim of an accident that occurred in Québec who is not resident therein shall be compensated by the Régie under this title to the extent that he is not responsible for the accident unless otherwise agreed between the Régie and the competent authorities of the place of residence of such victim.
Notwithstanding section 4, in case of disagreement between the Régie and the victim with regard to his responsibility, the victim’s recourse against the Régie in that respect is submitted to the court.
Responsibility is determined according to the ordinary rules of law to the extent that sections 108 to 114 do not derogate therefrom.
