23. The University shall transmit to the Minister each year, before the date fixed by him, its operating and investment budget for the following fiscal year. The University shall transmit to the Minister any budgetary estimates or five-year investment plans for the University, constituent universities, research institutes or superior schools requested by the Minister.

Such budget shall be accompanied by the budgetary estimates for the administration and development of the University and the constituent universities, research institutes and superior schools, and their quinquennial investment plans.
