22. The Government, whenever it considers the holding of lands under letters patent or under licenses to cut timber is of a nature to hinder agriculture and the return to the land in any region of Québec, may authorize the Minister to conclude agreements and enter into contracts with the holders of such lands for the purpose of exchanging them for public lands which shall be held under letters patent or under licenses to cut timber.
The value of the lands ceded by the Minister must not be greater than that of the lands received in exchange and such value shall be established by the competent officers taking into account the respective situation of such lands, their area and the quantity of timber that they contain.
The provisions of the second paragraph of the above section 20 shall apply to the lands acquired by the Crown under this section.
