127. (1)  In accordance with the instructions of the Minister, the limit holders are entrusted through a forest protection agency recognized by the Minister, with the prevention and extinction of forest fires within their timber limits. Upon the request of the Minister, such agency must furnish him with a satisfactory plan of its organization and of the means to be used for the prevention and extinction of such fires.
(2)  If such agency does not furnish the Minister with such a plan or does not carry out exactly the plan approved by the Minister, he may then establish such method of protection of the forest against fire as he may consider appropriate at the cost of such agency, or if he considers it necessary, of each of the limit holders concerned.
(3)  This section applies also to every owner of a private forest of a continuous expanse of at least eight hundred hectares and, if the Minister considers it expedient, to every owner of private forest, whatever its size.
